I am excited to announce that registration is now open for NJAPZA’s 2017 Annual Luncheon and Annual Meeting that will get underway at new time 11:45 am on Wednesday, November 15 at Caesars in Atlantic City! Our speaker this year is David G. Roberts, AICP/PP, LLA, LEED AP ND, Toms River Township Planner, and he will be speaking about the role of the redevelopment statute in revitalizing the suburbs. He will also discuss the important role of the Board Secretary and Zoning Official in this process.

It is important for you to attend for a few reasons. First, the membership will be electing officers for 2018-19.

The Board of Directors of the New Jersey Association of Planning and Zoning Administrators (“NJAPZA”), a 501(c)6 non-profit member organization, is seeking to hire a part-time Executive Director starting January 1, 2018. The job entails carrying out administrative tasks including but not limited to processing membership applications, supporting volunteer committees, communicating with members, vendors and other organizations, handling contracts, assisting with seminars and webinars, and fundraising. The successful candidate will be familiar with the fields of planning administration and zoning enforcement, having worked in either of these capacities previously or currently in a part-time role. Educational and experience requirements include a high school diploma with five years of experience in the field or a secondary level degree with least three years of experience in the field. Basic proficiency with MS Word, Excel and PowerPoint is required. Experience using Adobe software, QuickBooks, and/or WordPress a plus, but not required. Occasional travel to attend meetings within New Jersey will be required. The position is approximately twenty (20) hours a week with a starting salary of $15,000 with opportunity for growth. The Religious Land Use and Institutionalized Persons Act (RLUIPA) was passed by Congress and became federal law in 2000. One of the intents of the Act was to prevent zoning laws from substantially interfering with the rights of religious assemblies and institutions to use their property in the fulfillment of their missions.

The New Jersey Municipal Land Use Law (N.J.S.A. 40:55D-1 et. seq.) permits a municipality to adopt a zoning ordinance and development regulations that control where and how land uses may be developed, including houses of worship. How have municipalities been attempting to regulate modern, multi-use religious complexes, and when do these rules place a “substantial burden” on religious exercise?

This webinar will explore the relationship between RLUIPA and the MLUL, and the relevant federal and New Jersey case law will be discussed.
